Schedule and Amend HB 217 to Restore Community Planning

Last year, the Florida Legislature passed SB 180 in the name of hurricane recovery. However, its land-use provisions went far beyond disaster response -- imposing a broad, multi-year freeze on local land-use and development regulations, even in areas unrelated to rebuilding.

As a result, communities across Florida have been blocked from updating comprehensive plans, responding to growth pressures, addressing infrastructure and public safety needs, and implementing voter-approved planning policies.

This session, Senate Bill 840 has advanced in the Senate and would restore limited but essential planning authority after future storms. However, SB 840 has no House companion, and time is running short in the 2026 Legislative Session.

Without a House bill moving, there is no path to fixing SB 180 this session.

Place HB 217 on the agenda, and Amend it to align with the SB 840 fix language before time runs out this session.
