Tell Congress to Protect the Federal Grant Process

The U.S. Office of Management and Budget (OMB) recently released a proposed rule, "Regulation for Federal Financial Assistance," that would change how federal agencies review and oversee grant awards. Of specific concern to our community is OMB's proposal to 1) limit peer review's role in grant decisions; 2) give political appointees more authority in reviewing and terminating grants; 3) limit international collaboration, and 4) restrict the use of funds for conference travel and journal fees.

OMB's proposal, if implemented, would have profound effects on NIH grantmaking, implementation, and oversight, which would undermine the stability, rigor, scientific integrity, and the potential of current and future research in the United States and beyond. If finalized as proposed, OMB would enforce these changes on October 1, 2027.
