The Major Richard Star Act (MRSA) is one of the most popular bills in Congress, boasting 326 House sponsors and 79 Senate sponsors; more than enough to pass both chambers and go to the President's desk for signature. Despite these facts, progress stalled for over a year until a couple of weeks ago.
On April 30th, the House of Representatives launched a special process called a Discharge Petition, which would force the bill to a vote on the House floor. If 218 House Representatives sign on, the Petition succeds and MRSA can move to a floor vote. In other words, Members of Congress will need to prove their support with their vote.
