Oppose Rule of 2

HR 2804, the Protecting Small Business Competitions Act of 2025, would codify a small business "rule of 2" that would make it difficult to compete for new contracts. It is important you reach out to your member of Congress to make them aware of this critical issue. 
 
As it stands there is already "rule of 2" language in the FAR which gives small business the priority in all contracting. The AbilityOne Program does not have this same tool to ensure an even playing field. Codifying this language would make it a law instead of a regulatory priority, giving it more teeth and making it a higher priority for procurement officers. Basically, this action strengthens this existing policy, further weakening our ability to compete for new work.
